Federal regulators give Zoox an exemption for its custom-built robotaxis

The National Highway Traffic Safety Administration (NHTSA) has granted Zoox, an Amazon subsidiary, a significant exemption allowing the company to test its specially designed robotaxis on public roads. This decision, announced on Wednesday, concludes a lengthy investigation into whether Zoox had adhered to federal vehicle safety regulations. The crux of the debate centered on whether Zoox's autonomous vehicles, which lack traditional features like a steering wheel and pedals, met federal safety standards. Zoox maintained that its vehicles complied with these requirements and had self-certified their safety as early as July 2022. However, the NHTSA expressed concerns, leading to an investigation initiated in March 2023 to scrutinize Zoox's self-certification process and data. Despite this scrutiny, Zoox has continued to advance its autonomous vehicle technology. Earlier this year, the company began public road tests of its robotaxis near its headquarters in Foster City, California. Since then, it has broadened its testing to include locations in Las Vegas and San Francisco. While Zoox has not yet launched a commercial service, it has opened its robotaxi trials to employees and their families in San Francisco, and recently initiated the Zoox Explorer program for early public riders in Las Vegas. The exemption granted by the NHTSA does not permit commercial operations at this stage but is part of a broader initiative aimed at facilitating the deployment of autonomous vehicles that lack traditional controls. This new framework, referred to as AV STEP (ADS-Equipped Vehicle Safety, Transparency, and Evaluation Program), allows for expedited applications, enabling companies like Zoox to obtain testing and demonstration exemptions while paving the way for future commercial operations. In a statement, Zoox spokesperson Whitney Jencks emphasized the company's collaborative efforts with the NHTSA, highlighting the importance of the demonstration exemption as a precursor to potential commercial approval. As part of the agreement, the NHTSA has concluded its investigation into Zoox's self-certification, and the company has committed to retracting any claims regarding compliance with federal safety standards for its custom-built vehicles.
