In a striking incident last August, a fire on California's I-280 near Redwood City caused significant traffic disruption. As firefighters tackled the blaze, drivers were rerouted by California Highway Patrol (CHP) officers traveling in the opposite direction. Among those affected was a Waymo robotaxi, which attempted to navigate around stopped vehicles by using the shoulder but became stuck, ultimately reversing away from oncoming traffic. Despite attempts by Waymo's remote assistance crew to resolve the situation, the vehicle remained immobile, prompting the company to call 911 for assistance. A recording of the dispatch reveals that Waymo's team requested CHP officers to help relocate the robotaxi and arrange for the passenger's safe exit. Approximately 30 minutes later, a CHP officer took the wheel and drove the robotaxi to a nearby park-and-ride, where it was subsequently picked up by Waymo's roadside assistance team. This incident highlights a recurring issue for Waymo, which has increasingly relied on taxpayer-funded emergency responders to manage its robotaxis during malfunctions, even though the company has a dedicated roadside assistance team. Reports from TechCrunch indicate that there have been at least six instances where first responders had to intervene in emergency situations involving Waymo vehicles, including during critical incidents like a mass shooting response. Lawmakers have voiced concerns regarding Waymo's reliance on remote assistance workers, some of whom are based in the Philippines. During a recent San Francisco hearing, officials discussed the impact of Waymo's stalled autonomous vehicles on public safety resources and expressed frustration that emergency personnel were being diverted to assist with the robotaxis. Mary Ellen Carroll, executive director of San Francisco’s Department of Emergency Management, emphasized the need for Waymo to take more responsibility. "Public safety officers cannot become a default roadside assistance for these vehicles," she stated, highlighting the unsustainable nature of the current arrangement. Waymo, in response to these criticisms, asserted that its roadside assistance team worked effectively during a major power outage, although some vehicles still required help from first responders. The company has stated that its roadside assistance is made up of trained specialists who support the fleet, but specifics on the number of workers or third-party contractors remain unclear. Despite the challenges, Waymo continues to expand its robotaxi service, which currently provides over 400,000 rides weekly. While the vehicles are equipped to operate autonomously, they occasionally require human intervention in complex scenarios. Waymo’s remote assistance workers monitor the fleet and provide guidance, though this system has come under scrutiny following incidents where the robotaxis made unsafe decisions. The company assured that it regularly audits these interactions to improve safety and efficiency, but the reliance on emergency responders raises ongoing questions about the sustainability of their operations and the impact on public safety efforts. As Waymo prepares to broaden its service to more cities, the debate over its operational practices continues, with officials urging the company to take greater accountability for its vehicles on the road.
