US government finds new excuse to stop construction of offshore wind

In a surprising development, the US Department of the Interior has announced a suspension of leases for all five offshore wind projects currently under construction. This decision comes despite these initiatives having already deployed substantial infrastructure both onshore and offshore, with one project nearing completion. The department's rationale for this unexpected pause stems from a classified report issued by the Department of Defense, suggesting a need to reassess the projects, a move seen by critics as an effort to sidestep legal challenges. The controversy surrounding offshore wind power dates back to the beginning of the Trump administration, which promptly expressed opposition to such initiatives. An executive order was issued on inauguration day, imposing a temporary ban on new project permits pending further evaluation. Earlier this month, a court decision invalidated that executive order, highlighting the government's failure to initiate the promised re-evaluation. Nevertheless, several projects have successfully navigated the permitting process and commenced construction. Prior to today's announcement, the administration had displayed a pattern of erratic attempts to halt these projects. For instance, the Empire Wind project, which boasts an 800 MW capacity off the coast of New York, faced delays due to claims that its permitting was expedited. However, after extensive lobbying from New York officials and the project developer, Orsted, the suspension was lifted, with the Interior Department remaining tight-lipped on the reasons for its reversal. In a similar scenario, the Department of the Interior blocked another Orsted venture, Revolution Wind, located off southern New England. This led the company to take legal action, resulting in a court ruling that permitted construction to proceed. The fate of offshore wind energy in the US appears uncertain as these developments unfold.
