The U.S. Navy is more aggressively telling startups, ‘We want you’

In a significant shift, the U.S. Navy is actively seeking partnerships with startups, moving away from the cumbersome processes that have long hindered engagement. Chief Technology Officer Justin Fanelli has dedicated the past two and a half years to streamlining collaborations, aiming to make it easier for innovative companies to work with the military. "We’re more open for business and partnerships than we’ve ever been before," Fanelli shared in a recent interview. He emphasized the Navy's commitment to listen and adapt, stating that the organization is eager to redefine how it conducts business with external partners. The initiative, referred to as the Navy’s innovation adoption kit, is designed to help bridge the gap between promising technology prototypes and actual production, which Fanelli described as the 'Valley of Death.' The Navy’s new framework allows startups to transition from a Request for Proposal (RFP) to pilot deployment in a matter of months. A notable example includes a cybersecurity startup, Via, which implemented its solutions for the Navy in under six months. The Navy's approach now focuses on identifying problems rather than simply looking for predefined solutions, demonstrating a willingness to embrace new ideas. Fanelli’s personal journey also fuels his dedication to this transformation. Originally aspiring to serve in the Air Force, he switched to the Navy after being disqualified for health reasons. His extensive background in defense and intelligence, including roles at DARPA, informs his efforts to modernize the Navy's technology procurement processes. The Navy has seen remarkable interest from companies that previously viewed government contracts as unfeasible. For instance, a recent competition attracted nearly 100 responses for a cybersecurity challenge, showcasing the potential for innovation within the defense sector. Success stories from the initiative include a startup that significantly reduced a two-year invoice backlog and another that enhanced network efficiency aboard an aircraft carrier, freeing up thousands of hours for sailors. The Navy is particularly keen on advancements in artificial intelligence and alternative GPS solutions. Fanelli highlighted the desire to push AI applications beyond basics, exploring uses in personnel management and data processing. He also noted the importance of modernizing legacy systems, particularly in air traffic control and naval operations. Although Fanelli refrained from disclosing specific budget figures, he mentioned that the Navy currently allocates a small percentage of its budget to emerging technologies, a figure expected to grow as the Navy embraces AI. He acknowledged that financial challenges often arise when new technologies cannot replace existing systems within the Navy's lengthy budget cycles. With a renewed focus on domestic manufacturing and resilience, the Navy's message to entrepreneurs is clear: it is a viable alternative to traditional markets. As interest from Silicon Valley rises, Fanelli invites innovators to join the Navy on this journey of transformation. "I would invite anyone who wants to serve the greater mission from a solution perspective to lean in and to join us in this journey," he proclaimed, signaling a new chapter in military and startup collaboration.
