
In a significant move, the Commerce Department announced plans to relax export controls on the United Arab Emirates (UAE), including a commitment to favorably consider export license applications for MGX, an investment firm supported by the UAE. This firm notably utilized a stablecoin associated with former President Donald Trump's family for its substantial $2 billion investment in Binance, the leading cryptocurrency exchange by trading volume. The newly proposed 17-page rule, which will be officially published on July 14, outlines that the Bureau of Industry and Security will prioritize applications related to MGX’s semiconductors and servers destined for the UAE. However, this decision has drawn sharp criticism from Senator Elizabeth Warren, who labeled the rule as 'corrupt' due to MGX's financial connections to a Trump-affiliated stablecoin. Warren pointed out that MGX's investment in Binance was facilitated through USD1, a stablecoin issued by World Liberty Financial, a company linked to Trump. This financial maneuver has raised eyebrows regarding potential conflicts of interest, especially considering Trump's reported earnings of $263 million from related crypto dealings last year. The Commerce Department's updated regulations also extend benefits to the UAE government and Abu Dhabi's AI powerhouse, G42, allowing them to access certain advanced computing technology with fewer restrictions. The department stated that these changes reflect the UAE's status as a crucial U.S. defense ally and its role in supporting American national security endeavors, particularly in the context of ongoing tensions with Iran. Senator Warren has demanded that Commerce Secretary Howard Lutnick and Under Secretary Jeffrey Kessler testify before Congress to address concerns that the UAE's financial involvement with Trump’s ventures may have swayed trade and technology policies favoring the UAE. Meanwhile, Kessler is already scheduled to appear before the House Committee on Foreign Affairs next week. While the new export rules aim to streamline the process for companies like Amazon, Apple, and Microsoft regarding certain controlled technologies, they do not eliminate the overarching restrictions designed to prevent sensitive technologies from falling into the hands of adversarial nations such as China. The rule also modifies controls on various military and aerospace-related exports, further complicating the national security landscape.
