Mistral AI's CEO says Europe has 2 years to stop becoming America's AI 'vassal state'

Arthur Mensch, the CEO of the French AI startup Mistral, has issued a stark warning regarding Europe's future in artificial intelligence. Speaking at a recent hearing in France's National Assembly, Mensch emphasized that the continent has a mere two years to establish its own AI infrastructure to avoid becoming overly reliant on American technology giants. Mensch, who co-founded Mistral—one of Europe's most well-funded AI startups and a competitor to OpenAI—expressed concerns that Europe risks losing control not only over AI models but also over the essential energy and computing infrastructure that supports them. He highlighted the potential consequences of allowing American companies to monopolize these resources, stating, "Once supply is monopolized by American players, we can no longer transform electrons into tokens," referring to the process of converting computing power into AI-generated outputs. If Europe does not take decisive action to build its own AI industry, Mensch warned that it could become a "vassal state," dependent on imports of digital services from the United States. His company's strategy emphasizes sovereignty and independence from American tech firms, aligning with a growing desire among governments for AI systems they can control autonomously. Mistral has been vocal about strengthening Europe's digital sovereignty, recently announcing a partnership with Groupe Caisse des Dépôts, a French public investment institution. This collaboration focuses on enhancing generative AI and GPU computing infrastructure across Europe. During the hearing, Mensch pointed out that the AI race is increasingly tied to access to critical resources, such as energy, chips, and data center capacity. He noted that American tech companies are aggressively securing these resources, warning that Europe risks permanent disadvantage if it does not act swiftly. He remarked, "The Americans are deploying a trillion dollars next year," underscoring that the entity that controls the chips and energy resources will dominate the AI landscape. Founded in 2023 by former researchers from Meta and DeepMind, Mistral has rapidly gained prominence as a leading AI startup in Europe, boasting a valuation of approximately $13.6 billion. Mensch indicated that the company aims to achieve a gigawatt of AI computing capacity by 2029, but he also stressed the need for significantly greater investment in infrastructure. Criticizing Europe’s fragmented regulations and capital markets, Mensch noted that these hurdles complicate the scaling of startups compared to their American counterparts. He concluded with a dire warning: "If we don't move fast enough, we'll end up in a situation where we have no choice left. In a world where you import all your digital services from the United States, you have no leverage over them."
