UK bans smartphones in schools: Is it time for India to do the same?

Keir Starmer, the Prime Minister of the United Kingdom, has endorsed a sweeping new mandate requiring schools across England to prohibit smartphone usage during school hours. This decision comes after significant pressure from conservative lawmakers, educators, and parents advocating for a more focused learning environment. While existing restrictions were already in place, this new rule transforms the ban into a legal obligation aimed at fostering a 'mobile-free atmosphere' in educational institutions and curtailing the time students spend online and engaging with social media. Notably, England is not alone in this initiative; a global trend toward smartphone bans in schools is emerging. In 2024, New Zealand implemented a nationwide prohibition on student smartphone use, while the Netherlands followed suit with similar regulations. Finland has enacted a law that permits phone usage only with explicit teacher approval. Sweden is also preparing to introduce a comparable rule, which would see schools collect devices from students aged 7 to 16 at the beginning of the school day. In contrast, India currently lacks a cohesive national policy governing smartphone use in schools. The approach is fragmented, with individual states beginning to establish their own regulations. For instance, Himachal Pradesh introduced a ban on smartphone usage in both private and public schools as of March 1, 2026, alongside a fine of Rs 500 for violations. Meanwhile, the Karnataka government proposed a 'digital wellness' initiative that includes screen-time limits and a ban on social media for children under 16. The question arises: is a stringent smartphone ban a necessary measure for India? Tarun Pathak, Research Director at Counterpoint Research, expressed skepticism about adopting a strict law akin to that of the UK. He highlighted that the circumstances in India are markedly different, given the disparities in access, infrastructure, and educational practices. In 2025, the Delhi High Court also dismissed the idea of a nationwide ban, deeming it 'impractical' and recommending a focus on digital ethics and oversight. Pathak emphasized that instead of enacting an outright ban, the emphasis should be on developing consistent policies across schools. He noted that smartphones serve as crucial learning tools for many students, facilitating access to digital education. Pathak further argued that a complete prohibition could exacerbate inequalities, as government platforms like PM eVIDYA and DIKSHA have been created to enhance educational access through smartphones. He advocates for a balanced approach that regulates smartphone use while allowing for its educational benefits, aiming to uphold both learning and discipline within schools.
