The United Kingdom has taken a significant step in regulating the use of AI in search engines with new legal measures aimed at Google. On Wednesday, Google confirmed its commitment to comply with these regulations, which mandate that publishers be given the option to exclude their content from AI-driven search features. Under the new guidelines, publishers can opt out via a toggle feature in Google’s Search Console, a tool that enables website owners to oversee their presence in Google search results. Once a publisher opts out, their site will not be included in Google’s generative AI Search features such as AI Overviews, AI Mode, and Discover. Google highlighted the popularity of its AI services, boasting over 2.5 billion monthly active users for AI Overviews and more than one billion for AI Mode. The company plans to pilot the opt-out feature with a select group of UK publishers before expanding it globally. This initiative, described by the UK’s Competition and Markets Authority (CMA) as a “world first,” is intended to empower publishers, including news organizations, by allowing them to negotiate how their content is utilized in AI applications. The CMA had previously classified Google as holding “strategic market status” last October, paving the way for future regulations. In January, the CMA urged Google to provide publishers with the option to decide whether their content could be aggregated into AI search features or used for training AI models. Alongside the opt-out option, Google will be required to ensure that any content used in AI features is properly attributed, providing clear links back to the original sources. In its announcement, Google also mentioned recent enhancements, including an increase in inline links within its AI responses and the addition of website previews to encourage user engagement. Importantly, the decision to opt out will not affect a website's ranking in traditional Google search results. To assist publishers considering the opt-out, Google plans to introduce new metrics in its Search Console that will provide insight into the visibility of their pages in AI responses across different regions, with additional metrics to follow in the future.
