Truecaller clashes with India’s telecom regulator over anti-spam rules

Truecaller has initiated a public confrontation with India's telecom regulatory body, arguing that the current anti-spam regulations hinder its ability to shield consumers from unwanted calls in its largest market. On Wednesday, CEO Rishit Jhunjhunwala took to social media platform X, directly challenging the Telecom Regulatory Authority of India (TRAI). He accused the authority of obstructing Truecaller from showcasing community-reported spam data for calls originating from the 1400 and 1600 number series. Jhunjhunwala described this restriction as a facilitation of abuse for those number series, which in turn has undermined trust in genuine business communications. The controversy arises from a framework established in 2024, which designated the 1400 and 1600 series for commercial use, with the former primarily for telemarketing and the latter for service-related calls. TRAI's mandate for businesses to migrate to these dedicated numbers was intended to help consumers easily identify authentic business interactions while combating spam. The framework was implemented in response to rising concerns regarding spam calls in India, a significant telecom market. Reports from the Indian communications ministry highlighted that over 2.1 million fraudulent mobile numbers were disconnected in the previous year, with actions taken against more than 100,000 entities to tackle this issue. Jhunjhunwala contended that the policy has had adverse effects. He cited company statistics indicating that consumer trust in the 1400 and 1600 series is dwindling, with Truecaller users ignoring 81% of calls from the 1400 series and 79% from the 1600 series in the last eight months. Additionally, users blocked a staggering 74 million calls from these series during the same timeframe, with daily blocking of 1600-series numbers tripling since October 2025. In response to being unable to label these numbers as spam, Truecaller has introduced a "Frequently Blocked" badge to inform users about numbers that have received multiple blocks from the community. The public critique follows reports from The Economic Times indicating that TRAI is seeking authority under India's Information Technology Act to penalize caller ID applications like Truecaller, Hiya, and Whoscall for marking numbers from the 1400 and 1600 series as spam. As of now, neither TRAI nor the Ministry of Electronics and Information Technology has commented on these developments. This dispute is particularly crucial for Truecaller, whose core caller ID service faces increasing regulatory scrutiny and competition while it diversifies into new offerings. With more than 350 million of its 500 million monthly active users based in India, the country remains its largest market. Jhunjhunwala emphasized that Truecaller is willing to share its data with the Indian IT ministry to support a fact-based approach to regulation. "Hold the bad actors accountable, not those like Truecaller who contribute positively," he asserted.
