TRAI issues manual to assess digital connectivity in properties

In a significant move to improve digital access across the nation, the Telecom Regulatory Authority of India (TRAI) has unveiled a new manual aimed at rating properties based on their digital connectivity capabilities. This initiative marks the introduction of the first standardized framework in India designed to assess how well buildings are equipped for high-speed and reliable internet access. With over 80% of mobile data being consumed indoors, the need for robust connectivity has never been more pressing. High-frequency signals from 4G and 5G networks often struggle to penetrate modern construction materials, highlighting the crucial importance of strong in-building networks for various aspects of everyday life, including work, education, and healthcare. The manual, developed under the Rating of Properties for Digital Connectivity Regulations, 2024, lays out a consistent assessment methodology for Digital Connectivity Rating Agencies (DCRAs). It provides a valuable reference for Property Managers (PMs) and Service Providers in designing, implementing, and maintaining infrastructure that is ready for future digital demands. Key criteria within the framework include evaluations of fibre readiness, in-building mobile coverage, Wi-Fi availability, broadband speeds, and overall user experience. By establishing these transparent and standardized measures, the manual empowers buyers, tenants, and businesses to make informed choices based on actual performance metrics regarding digital connectivity. Furthermore, it encourages property developers to prioritize strong digital infrastructure right from the design and construction phases. TRAI Chairman, Anil Kumar Lahoti, emphasized the importance of digital connectivity, stating, "In the 21st century, digital connectivity is not a luxury; it is essential infrastructure, just like electricity or water. This framework is a decisive step towards making every building in India ready for the Digital India vision, enabling more citizens to participate fully in our connected economy and laying the foundation for inclusive national growth." As digital infrastructure becomes a cornerstone of economic growth, innovation, and social welfare, ensuring effective in-building connectivity has emerged as a critical necessity. This new regulatory framework, notified on October 25 last year, is expected to pave the way for enhanced digital experiences across the country.
