
In a significant move, the Telecom Regulatory Authority of India (TRAI) has initiated a consultation process to establish guidelines for the use of foreign SIM cards in devices designed exclusively for export. This consultation was prompted by a request from the Department of Telecommunications, highlighting the need for clarity in the regulatory landscape. The focus of this inquiry centers on the sale and activation of foreign telecom service providers' SIM and eSIM cards specifically for machine-to-machine (M2M) and Internet of Things (IoT) devices intended for export. Currently, regulations permit the sale of foreign SIMs to customers traveling abroad but have been criticized for their limitations regarding devices meant for export. Industry stakeholders have expressed concerns about the existing rules, which require activation of SIM cards 48 hours before departure and deactivation within 24 hours of returning to India. They argue that M2M and IoT devices may necessitate temporary SIM activation during the manufacturing phase for testing and demonstration purposes, ensuring these devices function optimally before they are shipped out. As part of this consultation, TRAI is seeking input on whether only licensed telecom operators should be authorized to sell these SIMs for export, or if any legitimate Indian entity could obtain a 'no objection certificate' to facilitate such sales. The deadline for submitting feedback is set for August 1, with a follow-up for counter comments due by August 18.
