
The United Kingdom, once a pioneer in commercial nuclear energy, is now looking to revitalize its nuclear sector as it currently generates only a small portion of its power from nuclear sources. Historically, the U.K. boasted more nuclear power stations than the U.S., USSR, and France combined, making it a global leader until 1970. However, the country has not completed a new reactor since Sizewell B in 1995 and has now become the costliest place in the world to build nuclear projects. As of 2023, nuclear power accounted for merely 14% of the U.K.'s electricity supply, significantly lagging behind other European nations, notably France, which relies on nuclear energy for 65% of its power. There are ambitious plans in place to increase this share to 25% by 2050. Advocates argue that nuclear energy is a viable low-carbon solution that provides a stable power source, complementing intermittent renewable energy. Doreen Abeysundra, founder of the consultancy Fresco Cleantech, highlighted a growing momentum in the sector, driven by geopolitical tensions that have placed energy security at the forefront of public concern. Nonetheless, the U.K.'s Nuclear Regulatory Taskforce has identified serious shortcomings in its nuclear framework, pointing to fragmented regulations and inadequate incentives that have hindered the country’s nuclear ambitions. In response, the government is committed to reforming these issues and is expected to unveil a comprehensive plan within the next three months. The U.K. is diversifying its approach by investing in large-scale nuclear facilities as well as smaller, next-generation reactors known as small modular reactors (SMRs). Rolls-Royce has been selected to lead the development of SMRs, which are designed for factory production and incorporate safety features like passive cooling systems. Despite the historical challenges associated with nuclear energy, such as concerns about radioactive waste and past accidents like the Windscale incident in 1957, the U.K. is pressing forward. The first SMR is planned for construction at Wylfa in Wales, although no completion date has been announced. In a bid to strengthen international cooperation, the U.K. has also signed agreements with the U.S. to facilitate commercial nuclear partnerships and streamline licensing processes. Experts caution, however, that while SMRs hold promise for addressing local energy needs, they are still years away from commercial viability. Paul Jackson from Invesco emphasized the ongoing necessity for larger power stations to provide the substantial baseload power required to balance renewable energy sources. The U.K. government has been proactive in identifying sites for new large-scale plants, with plans already in motion for additional facilities in Gloucestershire and Wales. A government spokesperson expressed confidence that these initiatives will lead to job creation and substantial investments in the sector, with Sizewell C projected to supply electricity for millions of homes over the next several decades. In terms of funding, the U.K. has been innovative, introducing mechanisms like Contracts for Differences to attract private investment and mitigate financial risks associated with nuclear projects. However, challenges remain, particularly in the supply chain for uranium, which is dominated by a handful of countries including Russia. The U.K. aims to build a more resilient supply chain and has committed to eliminating reliance on Russian nuclear fuel by 2028. As the U.K. embarks on this nuclear energy renaissance, it faces the dual challenges of securing skilled labor and establishing an independent supply chain. The government is actively working on initiatives to enhance the workforce's capabilities, ensuring that the country can meet its future energy demands while also navigating the complexities of international supply dependencies.
