Initially, the governor's office estimated that reviewing the emails would take over 13 hours, providing a cost estimate of $244.64, which The Texas Newsroom promptly paid. However, after cashing the check, the governor's office claimed all records were confidential and sought permission from Texas Attorney General Ken Paxton to keep them private. Matthew Taylor, Abbott's public information coordinator, argued that the records contain private exchanges with legal counsel and sensitive policy-making details. He contended that releasing these emails could hinder open discussions critical for government decision-making. Taylor further asserted that the communications fall under a public records exemption known as "common-law privacy," as they encompass intimate and potentially embarrassing information not relevant to public concern. He did not elaborate on the specific contents of the emails, leaving many questions unanswered about the relationship between Texas's leadership and one of the world's most influential tech figures.
