Meet the ICE contractor pivoting from detention facilities to 'man camps' for data center construction workers

A Texas-based company, known for providing temporary housing to both immigrant detainees and oil rig workers, is poised to benefit from the booming data center industry. Target Hospitality has seen its stock soar approximately 60% since the end of March, following a major announcement on April 1. The company revealed it secured a significant $550 million contract with a leading hyperscaler to accommodate thousands of construction workers involved in building a new data center campus in Texas. According to Stifel analyst Stephen Gengaro, this deal is a pivotal moment for Target Hospitality. The company's CEO, James Brad Archer, shared during a recent earnings call that they are experiencing their most substantial commercial pipeline ever, largely driven by the surge in artificial intelligence developments. The unnamed client, described as a 'top 5 hyperscaler,' will have Target Hospitality construct living facilities for 4,000 workers near the ongoing data center construction in North Texas, featuring elevated hospitality services. Target Hospitality specializes in creating and managing large-scale temporary living environments, often referred to as 'man camps.' These camps, traditionally associated with the oil and gas sector, consist of prefab housing units designed for rapid deployment and dismantling. They typically offer on-site amenities such as meals, laundry services, and recreational facilities, accommodating hundreds to thousands of workers. In the past, Target has provided amenities at various locations, including swimming pools, housekeeping services, volleyball courts, and even golf simulators. The company refers to these installations as 'communities.' Historically, their business has included government contracts, with recent reports indicating operations at two Texas detention centers for U.S. Immigration and Customs Enforcement. Target Hospitality is not alone in recognizing this opportunity; last year, Wyndham announced plans to expand its budget hotel offerings in regions experiencing significant data center construction, such as Mississippi and Ohio. Archer emphasized that Target is entering a crucial phase of growth, particularly in their Workforce Hospitality Solutions division, which emphasizes the man camp business. He expressed confidence that this sector presents the greatest potential for value creation. Target Hospitality has yet to respond to inquiries from Business Insider.
