Tata Electronics-ASML tie-up signals India’s semiconductor ambitions are moving beyond assembly

In a significant move for India's semiconductor sector, Tata Electronics has forged a strategic alliance with ASML, a leading Dutch company pivotal in advanced chip manufacturing technology. This partnership marks a critical step in transitioning India's semiconductor ambitions from mere assembly to robust manufacturing capabilities. On May 16, the two companies unveiled a Memorandum of Understanding (MoU) aimed at supporting the establishment of Tata Electronics' inaugural 300 mm semiconductor fabrication facility in Dholera, Gujarat. This ambitious project represents India's first commercial wafer fabrication plant, backed by a substantial investment of $11 billion. The facility will produce chips for various applications, including automotive, mobile devices, and artificial intelligence. The significance of this partnership lies not only in ASML's crucial role in global semiconductor production but also in its implications for reshaping secure chip supply chains outside of China and Taiwan. Ashwath Rao, an industry analyst at Counterpoint Research, emphasized that India currently holds a unique position in the semiconductor value chain, with strengths in design and engineering but still lacking a mature manufacturing framework. Rao pointed out that while India has made strides in assembly and testing, it still needs to develop its ecosystem for materials, equipment, and large-scale fabrication. The partnership with ASML is expected to provide India with a scalable foundation for lithography, essential for producing advanced chips, potentially supporting manufacturing processes beyond the 28nm node. Furthermore, this collaboration extends beyond wafer fabrication. Tata's plans for OSAT and advanced packaging align with ASML's capabilities in metrology and lithography optimization, which are increasingly vital as the industry shifts towards chiplets and advanced packaging techniques. Deloitte India's Kathir Thandavarayan emphasized that a thriving semiconductor ecosystem requires a comprehensive value chain that includes collaboration with equipment manufacturers and material suppliers. He noted that early access to lithography technology is crucial due to its high costs and intricate technology. The Dholera facility's development will focus on mature-node technology, ranging from 28nm to 110nm, through collaboration with Taiwan's PSMC. Experts suggest that this approach is more pragmatic for India, allowing it to build foundational capabilities before pursuing cutting-edge technologies. Despite the Dholera fab being a flagship project, analysts caution that achieving global manufacturing standards and operational excellence remains a formidable challenge. According to Rao, the true value of the Tata-ASML partnership lies in establishing a comprehensive semiconductor operational framework for India. As India faces gaps in semiconductor talent and project execution, industry observers remain optimistic about the country's potential to emerge as a key player in the global semiconductor landscape, provided there is continued policy support and investment in infrastructure over the next decade.
