On January 13, the Tamil Nadu government made headlines by signing a significant memorandum of understanding (MoU) with Sarvam AI, initiating the establishment of India's first full-stack Sovereign AI Park in Chennai. This venture represents one of the largest state-led investments in artificial intelligence infrastructure within the country, with an initial commitment of Rs 10,000 crore. The groundbreaking project is projected to create over 1,000 high-skilled deep-tech jobs, positioning Tamil Nadu as a pivotal player in the development of sovereign, ethical, and locally governed AI systems. The agreement was formalized in a ceremony attended by notable figures including Chief Minister MK Stalin, Industries Minister TRB Rajaa, and IIT Madras Director Prof. V Kamakoti, among others. The Sovereign AI Park aims to function as a specialized AI district, incorporating advanced computing infrastructure, secure data frameworks, and research laboratories dedicated to AI innovation. Furthermore, it will house an Institute for AI in Governance, ensuring that data, models, and computing resources remain within the state’s regulatory boundaries. This structure is intended to facilitate the deployment of AI systems that align with public interests. TRB Rajaa emphasized the initiative’s significance, stating, "This demonstrates our strategic commitment to not only adopt but also shape the future of artificial intelligence from a people-first, state-led perspective." He added that Tamil Nadu is poised to lead the nation in the extensive application of AI across vital sectors such as education, agriculture, healthcare, and citizen engagement. Arun Roy, Secretary to the Industries, Investment Promotion and Commerce Department, highlighted that this project would position Tamil Nadu among a select group of global locations offering integrated AI-grade infrastructure and deep-tech talent. "The Sovereign AI Park will create an ecosystem where investors can access AI-ready infrastructure and a pool of talent in one comprehensive setting, preparing the state for the next wave of global technology investment," he noted. A key aspect of the park will be the creation of foundational AI models rooted in Tamil culture, drawing inspiration from the ancient Sangam academies. This initiative, branded as a modern “Digital Sangam,” aims to connect classical Tamil vocabulary with contemporary digital applications, embedding cultural context into the next generation of AI systems. Prof. V Kamakoti remarked, "Artificial intelligence will define the next generation of jobs just as manufacturing and IT defined the last. By establishing sovereign AI infrastructure and cutting-edge research in Tamil Nadu, we empower our students and researchers to become global innovators in AI, not merely consumers." Sarvam AI, selected under the Indian government's IndiaAI Mission to develop the nation’s first sovereign large language model, will spearhead the technology stack of the AI park. The company is dedicated to creating foundational AI models tailored for India's linguistic diversity and scale. Pratyush Kumar, co-founder of Sarvam AI, stated, "This partnership is about building AI that is trained, deployed, and governed in Tamil Nadu, for the world. By uniting computing resources, researchers, startups, enterprises, and government entities within the Sovereign AI Park, we are setting the stage for AI to transition from experimentation to tangible real-world applications at a national scale."
