OpenAI’s child exploitation reports increased sharply this year

In a striking development, OpenAI disclosed that it submitted 80 times more reports of child exploitation incidents to the National Center for Missing & Exploited Children (NCMEC) in the first half of 2025 compared to the same period in 2024. This significant increase underscores the critical role of the NCMEC’s CyberTipline, which serves as a vital resource for reporting instances of child sexual abuse material (CSAM) and other forms of exploitation. Under federal law, companies are mandated to report any suspected child exploitation to the CyberTipline. Following the submission of a report, NCMEC meticulously reviews the information before directing it to the relevant law enforcement agencies for further investigation. However, it’s important to note that the statistics surrounding these reports can be complex. An uptick in reports may reflect changes in a platform's automated moderation systems or the criteria used to trigger a report, rather than indicating a direct rise in harmful activities. For clarity, it’s worth mentioning that the same piece of content may generate multiple reports, while a single report might cover several pieces of content. To provide a comprehensive understanding, companies like OpenAI often share data on both the number of reports filed and the total content involved. OpenAI’s spokesperson, Gaby Raila, explained that the company had made significant investments at the end of 2024 to enhance its ability to review and respond to reports, aiming to keep pace with the rapid growth in user numbers. Raila noted that this increase corresponds with the launch of new product features allowing image uploads and the overall rising popularity of their offerings. Additionally, in August, Nick Turley, the vice president and head of ChatGPT, revealed that the app had experienced a remarkable fourfold increase in weekly active users compared to the previous year.
