House Majority Leader Steve Scalise (R-LA) announced on Tuesday that the Republican leadership would explore alternative avenues to introduce the controversial measure, which has garnered the backing of former President Trump. This latest proposal aimed to prevent states from implementing their own regulations on AI, emerging months after GOP lawmakers attempted to embed a 10-year moratorium on such state laws within Trump’s tax and spending bill earlier this year. That initiative also met with significant opposition from both sides of the aisle. Supporters from Silicon Valley argue that state regulations can create a confusing and inconsistent framework that hampers technological progress. However, critics contend that many state-level AI initiatives prioritize safety, transparency, and consumer protection. They warn that blocking states from exercising regulatory authority might effectively relinquish control to major tech companies without any federal oversight. Scalise recognized that incorporating such a provision into the defense bill was not the appropriate strategy. He reiterated Trump’s earlier proposals to pursue this ban through a standalone bill. Meanwhile, a leaked draft of a potential executive order suggests that Trump is contemplating unilateral action, although reports indicate that such efforts have currently stalled.
