
In a significant move to enhance safety measures at its Starbase complex, SpaceX is establishing a volunteer fire department. This initiative reflects the company's intent to take greater control over emergency responses at a site recognized for its fast-paced and occasionally hazardous rocket development. Documentation filed with the Texas Secretary of State on June 30 reveals the formation of the Starbase Volunteer Fire Department, a nonprofit organization headquartered at SpaceX's main address in Brownsville. Notably, two of the three directors listed are SpaceX employees: Cody Dye, who serves as the environmental health and safety manager, and Kevin Bagnall, the company's in-house counsel. The certificate of formation is signed by a SpaceX attorney, Stephen Herndon. The volunteer fire department aims to promote public safety education and provide fire prevention and suppression services. Historically, SpaceX has managed fire incidents at Starbase through a combination of an internal emergency response team and collaborations with local fire departments, including the one in Brownsville. However, the implications of this new volunteer department on existing partnerships remain unclear. Cameron County officials have directed inquiries to submit a public information request, but a response had not been received by publication time. Questions also linger regarding the department's integration with the county’s 911-dispatch system. Since it is a volunteer organization, it operates outside the Texas Commission on Fire Protection's regulatory purview, which oversees local government fire departments, as explained by agency chief Mike Wisko. The establishment of the volunteer fire department follows shortly after Starbase's incorporation as a city in Texas, marking a shift toward increased authority for SpaceX and city officials, many of whom are former or current employees. Recently, Starbase entered into an agreement with Cameron County to gain partial control over a nearby beach and installed gates to regulate public access. This recent development coincides with the conclusion of SpaceX's funding for an emergency fire marshal position within Cameron County. At a commissioners' meeting on August 26, it was noted that SpaceX had financially supported this role to help manage the growing demands of fire safety inspections and permits amid construction surges at Starbase. Deputy county administrator Xavier Villarreal indicated that the county is seeking a new funding partner for this position. Currently, Starbase is overseeing its fire-code enforcement and has appointed personnel from SAFEbuilt, a fire plan review and building inspection vendor, to manage these responsibilities. This internalization of fire-code approvals, alongside the establishment of the volunteer fire department, indicates a strategic shift in how Starbase is managing its safety protocols compared to its approach to law enforcement, which remains reliant on county sheriff patrols. Starbase's proposed budget for fiscal year 2026 allocates $60,000 to the volunteer fire department, a stark contrast to the $1.3 million earmarked for law enforcement contracts. This disparity hints that SpaceX may be covering a significant portion of the fire department's operational costs. As SpaceX continues to ramp up its launch operations, the establishment of the volunteer fire department is a critical step toward ensuring safety in a facility known for its rapid development and occasional incidents, such as the dramatic fireball seen during a test firing of the Super Heavy booster in June, which caused alarm among nearby residents but fortunately resulted in no injuries.
