
In a bold move to bolster its semiconductor industry, South Korea's leading memory chip manufacturers have unveiled plans to invest a staggering $518 billion (approximately 800 trillion won) to construct four new memory fabrication facilities in the country's southwestern region, which has historically seen minimal semiconductor investment. This initiative is part of a comprehensive national strategy aimed at advancing semiconductors, AI data centers, and physical AI technologies. The announcement was made during a presidential briefing attended by the heads of Samsung and SK Hynix. The investment plan is categorized into three main segments. The first focuses on memory chips, allocating $518 billion for the new fabs, complemented by an additional $52 billion dedicated to establishing a high bandwidth memory packaging hub in the central part of the country. Furthermore, a significant $356 billion (550 trillion won) is earmarked for developing AI data centers, with contributions from major Korean firms like SK, GS, and Naver, projected to span through 2035. Collectively, South Korean tech companies are set to invest over $900 billion to meet the rising demand for chips driven by AI advancements. This substantial commitment aims to position the nation as a formidable player in the global AI landscape. At present, Samsung and SK Hynix, along with the American company Micron, are experiencing unprecedented demand due to what has been termed 'RAMageddon'—a global shortage of memory chips spurred by the rapid expansion of AI technologies. During his televised address, President Jae Myung Lee emphasized that semiconductors, physical AI, and AI data centers are the cornerstone of South Korea's forthcoming industrial era. He highlighted the pressing need for the nation to solidify its status as an 'irreplaceable' industrial powerhouse by 2026. Lee pointed out that existing semiconductor facilities in Yongin and Pyeongtaek—the heart of South Korea’s semiconductor activity just south of Seoul—have reached their capacity limits. He urged companies to expedite investments in the southwest, aiming to distribute the benefits of AI technology more evenly across the country. Lee also addressed speculation regarding government pressure on companies to make these investments, asserting that their decisions were based on their own assessments. He stated, "The government’s role is to enhance its capabilities so that companies can invest without incurring losses and with promising prospects." In a separate announcement, Samsung disclosed its intention to invest 2,655 trillion won (approximately $1.7 trillion) over the next decade, with 425 trillion won allocated for the Honam region in the southwest. The company cited several incentives, including advantages related to power, water availability, workforce, and living conditions, as reasons for selecting Gwangju—located about 300 kilometers south of Seoul—for a new semiconductor fabrication facility, along with an AI data center in Haenam at the southern tip of the peninsula. This ambitious financial commitment is not out of line compared to U.S. technology giants such as Alphabet, Amazon, Meta, and Microsoft, which are expected to collectively invest $650 billion in AI infrastructure this year alone, as reported by Reuters. Meanwhile, SK Group has laid out a medium-to-long term investment roadmap amounting to 2,100 trillion won (around $1.4 trillion), with 1,100 trillion won focused on increasing semiconductor production capacity and 1,000 trillion won allocated for AI data centers nationwide. SK Hynix will play a pivotal role in this expansion, while SK Telecom is set to spearhead the development of 15 gigawatts of AI data center capacity across the country. However, the real challenge lies in execution. The deep tech sectors, particularly semiconductors and AI, often do not align with political or consumer demand timelines. The construction of fabs requires years of investment, and there is a risk that by the time they are operational, the demand that prompted the investment may have diminished, leading to oversupply and falling prices. As such, the global AI chip supply chain, especially those reliant on memory chips, will be closely monitoring South Korea's ability to realize these ambitious plans.
