New York drops robotaxi service proposal for outside NYC in blow to Waymo

In a significant setback for autonomous vehicle technology, New York Governor Kathy Hochul has decided to retract a proposal aimed at permitting commercial robotaxi services, including those from Alphabet's Waymo, in various regions outside of New York City. Sean Butler, a spokesperson for the governor, indicated that feedback from stakeholders, including legislative members, revealed insufficient support to push the proposal forward. This decision poses a challenge for Waymo, which is eager to broaden its ride-hailing service to new locations this year. The company expressed disappointment over Hochul's announcement, although it clarified that the halt would not impact its current testing operations in New York City. Earlier this year, Waymo secured its first permit from the New York Department of Transportation, enabling it to conduct trials in areas such as Manhattan and downtown Brooklyn, with human safety drivers overseeing the process until at least March. The proposal, introduced by Hochul during her recent State of the State address, aimed to facilitate a limited rollout of commercial robotaxis statewide, particularly tapping into the substantial demand anticipated outside New York City. Companies wishing to test their services would need to provide evidence of local backing for autonomous vehicle deployment while adhering to stringent safety protocols, as outlined by the governor. However, the initiative faced considerable opposition from labor unions, rideshare drivers, and transit workers, all of whom voiced concerns regarding safety implications and the potential job losses that could arise from the introduction of robotaxis in New York. Additionally, Mayor Zohran Mamdani has been vocal in his support for traditional taxi drivers, further complicating the proposal's prospects. Bhairavi Desai, executive director of the Taxi Workers Alliance, commended Hochul's decision, labeling it a prudent choice. Representing over 28,000 drivers from yellow cabs, Uber, and Lyft, Desai remarked, "Waymo thinks by targeting Buffalo and Rochester it can divide and conquer our driver-led movement. But, once again, billionaire tech bosses underestimate workers at their own peril." Despite this setback in New York, Waymo remains committed to launching its commercial driverless ride-hailing service in several new cities this year, including Dallas, Denver, Nashville, Orlando, and Washington D.C. Additionally, it plans to enter the international market with a launch in London. Currently, Waymo operates approximately 400,000 rides each week across various U.S. markets, including the San Francisco Bay Area, Los Angeles, Phoenix, Austin, Atlanta, and Miami. As competitors like Tesla and Amazon-owned Zoox experiment with their own driverless systems, Waymo faces increasing pressure, especially as Chinese robotaxi firms like Baidu's Apollo Go and WeRide are rapidly expanding their international presence. Recent weeks have also seen Waymo report safety incidents involving its vehicles, including a troubling case in Santa Monica where a robotaxi struck a child, prompting scrutiny from the National Highway Traffic Safety Administration.
