Crypto rules of the road framework unveiled by Republican senators

In a significant development for the cryptocurrency landscape, two Republican senators are set to unveil a framework on Tuesday aimed at establishing comprehensive regulations for digital assets. Senate Banking Chairman Tim Scott from South Carolina and Senator Cynthia Lummis of Wyoming, who leads the panel's digital assets committee, are spearheading this initiative. The proposed legislation will clarify the classification of cryptocurrencies as either commodities or securities, facilitate the registration of crypto exchanges with the Commodity Futures Trading Commission (CFTC), and aim to lessen the regulatory oversight of the Securities and Exchange Commission (SEC) over digital currencies. Senators Thom Tillis from North Carolina and Bill Hagerty from Tennessee are also endorsing this framework. Proponents of the legislation assert that it will include a pragmatic set of measures designed to combat money laundering and prevent sanctions evasion. "These principles will serve as an important baseline for negotiations on this bill," Scott remarked in a statement to CNBC. He expressed optimism that his colleagues would prioritize collaboration over partisanship to bring much-needed clarity to the regulation of digital assets. Scott's initiative is built on the bipartisan support displayed last week when a bill concerning stablecoins successfully passed the Senate, with overwhelming backing from Republicans and the support of 18 Democrats. Following the vote, Lummis emphasized that this legislation is merely the initial step, urging lawmakers to finalize the more intricate market structure bill within the year. This month, a House version of the market structure legislation received approval from two key committees: the Financial Services Committee, which oversees the SEC, and the Agriculture Committee, which supervises the CFTC. While former President Donald Trump urged the House to act "LIGHTNING FAST" on the Senate's stablecoin bill via Truth Social, House Financial Services Chairman French Hill from Arkansas indicated that he prefers a synchronized advancement of both stablecoin and market structure bills, sidestepping inquiries about the House's plans regarding the Senate's differing stablecoin legislation. The Senate Banking Committee's subcommittee on digital assets is scheduled to conduct a hearing on the forthcoming bill at 3 p.m. ET.
