Moreover, a prominent law firm has opted not to hire first-year associates, attributing this decision to AI's capability to perform tasks that were traditionally assigned to junior lawyers. Warner expressed that the anxiety surrounding job losses due to AI is “palpable.” However, contrasting data suggests that AI has not yet begun to significantly impact employment numbers. As these fears intensify, they are spilling over into discussions about accountability for supporting displaced workers. Warner's proposal involves taxing the data centers that fuel the AI surge and allocating those funds to aid workers during this transitional period. While he has not yet formalized any legislation, the urgency of this idea is growing alongside rising public discontent toward AI and its supporting infrastructure. Recently, Senator Bernie Sanders (D-VT) and Representative Alexandria Ocasio-Cortez (D-NY) introduced a bill calling for a moratorium on new data centers, as communities grapple with issues like noise pollution and escalating electricity costs. Beneath these concerns lies a deeper resentment toward the perceived threats that data centers pose to job security. Despite this pushback, Warner is hesitant to back the moratorium, arguing that it would merely allow other countries to advance more swiftly in AI development. He emphasized the need for a balanced approach, suggesting that while there should be strict regulations to prevent data centers from offloading their operational costs onto local residents, there should also be mechanisms for communities to benefit from the presence of such facilities. Warner believes that the tech industry bears a responsibility to assist in this transition, and he poses critical questions regarding the sources of funding for these initiatives. He pointed out that taxing data centers may be the most effective strategy for generating the necessary revenue, which could be used to fund training programs for new healthcare workers or skills development in AI-related fields. Highlighting the importance of linking data center operations to tangible community benefits, Warner cites Henrico County, Virginia, where local tax revenue from a data center was successfully used to support affordable housing projects. He warns that without clear community advantages, public resentment will only grow. A recent NBC News poll reflects this sentiment, revealing that public perception of AI is currently lower than that of the Immigration and Customs Enforcement (ICE), with only 26% of voters viewing AI positively. In Virginia, this has led to a proposal to eliminate tax incentives for data center development, which has cost the state nearly $2 billion annually in potential revenue. Warner predicts that other states may consider similar measures, emphasizing that the narrative surrounding AI and data centers is easily vilified.
