US Senate votes to strike controversial AI regulation moratorium from Trump agenda bill

In a decisive move, the US Senate has voted almost unanimously to eliminate a decade-long moratorium on state-level regulation of artificial intelligence from a significant domestic policy bill pushed by Republicans. This provision, had it remained, would have effectively barred states from enforcing numerous proposed and existing AI-related laws, which include critical regulations concerning explicit content and political deepfakes for ten years. Earlier this month, Republicans on the Senate Commerce Committee sought to link compliance with this moratorium to essential federal funding for internet infrastructure projects. While some technology leaders argued for a unified federal law to address AI, many in the tech community, including workers, academics, advocacy groups, and lawmakers, expressed serious concerns about the implications of the moratorium. Critics feared that the moratorium could undermine accountability for tech companies regarding societal risks, especially given the absence of any comprehensive federal legislation governing AI. On Monday night, the Senate decisively voted 99-1 in favor of an amendment to eliminate this controversial provision. The amendment was co-sponsored by Senators Ed Markey, Maria Cantwell, and Marsha Blackburn. Markey commented on the vote, stating, "This overwhelming support sends a strong signal that Congress will not compromise the safety of our children and communities to benefit wealthy tech executives." He expressed eagerness to collaborate with colleagues to establish responsible regulations for AI. This vote took place during a lengthy Senate session dedicated to various amendments related to the agenda bill. Republicans aimed to have the legislation ready for President Trump's signature by July 4, but it must first return to the House for further consideration. Representative Marjorie Taylor Greene had previously indicated she would oppose the bill unless the AI moratorium provision was removed. Supporters of the removal celebrated the Senate's decision, highlighting the importance of state legislatures' bipartisan efforts to safeguard the public against potential AI-related dangers. Ilana Beller, from the advocacy group Public Citizen, remarked, "The rejection of this moratorium ensures that critical protections for Americans will remain intact."
