Trump warned by top Senate Democrats to rethink advanced AI chip sales to China

A group of six Senate Democrats has issued an open letter urging President Donald Trump to rethink his recent decision permitting technology companies Nvidia and Advanced Micro Devices (AMD) to sell advanced AI semiconductor chips to China. This decision, announced on August 11, allows the firms to pay a 15% revenue share to the U.S. government in exchange for export licenses. The letter, signed by notable senators including Chuck Schumer (D-N.Y.), Mark Warner (D-Va.), and Elizabeth Warren (D-Mass.), expresses concerns about national security and military preparedness. The senators emphasize that American innovation in technology is crucial for maintaining a competitive advantage, particularly in sensitive areas. They argue that the arrangement undermines U.S. security by potentially enabling a strategic competitor to access advanced technology. The letter warns specifically that selling advanced chips, such as Nvidia's H20 and AMD's MI308, could bolster China's military capabilities, a claim Nvidia has disputed. A spokesperson for Nvidia stated that the H20 would not enhance military capabilities and suggested that the U.S. should focus on attracting global developers to win the AI race. Additionally, the senators have requested a comprehensive response from the Trump administration by August 22 regarding this deal and any similar arrangements involving other companies. They have called for an urgent reversal of what they describe as a reckless approach to U.S. technology leadership. Despite the resumption of chip sales, reports indicate that China is not fully welcoming Nvidia back, with authorities reportedly advising tech firms to refrain from purchasing U.S. chips. Analysts suggest that there may be a significant pushback against these imports, with major Chinese firms like ByteDance and Tencent being instructed to halt purchases of Nvidia chips pending a national security review.
