‘India well positioned to lead and shape AI’, says Sam Altman, a sharp turn from his 2023 ‘hopeless’ remark

Sam Altman, the CEO of OpenAI, has expressed a transformative view of India's role in the global artificial intelligence arena, asserting that the country is poised to significantly shape the future of this technology. Speaking at the India AI Impact Summit, he stated, "India, the world’s largest democracy, is well positioned to lead in AI, not just to build it, but to shape it, and decide what our future’s going to look like." This statement marks a significant departure from Altman's comments made in June 2023, where he had been skeptical about India's ability to develop competitive foundational AI models on a limited budget. At that time, he remarked, "It’s totally hopeless to compete with us on training foundation models," when asked if smaller teams could challenge larger entities. During the summit, Altman praised India's rapid advancements in sovereign AI, infrastructure, and technology adoption. He noted, "It’s incredible to see the country’s leadership in advanced AI," and highlighted the remarkable changes observed since his last visit just over a year ago. He elaborated on the evolution of AI capabilities, stating, "We’ve gone from AI systems that struggled with high school level math to systems that can do research-level mathematics now and derive the results of theoretical physics." Altman pointed out India's vast user base, mentioning that approximately 100 million people utilize ChatGPT weekly, with a significant portion being students. He emphasized that India is the fastest-growing market for Codex, OpenAI’s coding tool. Looking to the future, Altman warned that the world may be nearing a pivotal moment in AI development. He suggested that we might only be a couple of years away from the emergence of early forms of superintelligence, predicting that by the end of 2028, more intellectual capacity could exist within data centers than outside them. Despite the potential disruptions associated with AI, Altman remains optimistic about its long-term economic benefits, suggesting it could lead to cheaper healthcare, education, and goods while fostering rapid growth. He stressed the importance of democratizing AI power, cautioning against its concentration in a single entity or government, which could lead to negative consequences. Altman proposed the need for a regulatory body, akin to the International Atomic Energy Agency, to oversee advanced AI advancements and ensure a balanced approach to its deployment.
