Trump blessing Nvidia AI chip sales to China gets chilly reception from GOP

Former President Donald Trump's recent decision to permit Nvidia to sell advanced semiconductors to China has sparked significant controversy among Republican lawmakers. Many are expressing apprehension that this move could enhance Beijing's position in the international AI landscape. Trump announced the agreement via a post on Truth Social, outlining that Nvidia would be allowed to sell its H200 artificial intelligence chips to China, provided the U.S. government receives 25% of the revenue from these sales. Although the H200 chips are not Nvidia's most advanced model, they surpass the H20s, which were specifically designed for the Chinese market. Earlier this summer, the White House sanctioned Nvidia and Advanced Micro Devices to sell less powerful chips to China in exchange for 15% of sales revenue. However, it has been reported that Chinese authorities have advised local companies against purchasing those chips. In his post, Trump noted that Chinese President Xi Jinping had responded favorably to the new proposal. Experts warn that allowing China access to more advanced chips could diminish the U.S.'s technological edge and bolster Chinese developers' capabilities in AI and other technologies. Senator Lindsey Graham, R-S.C., articulated his concerns, stating, "If you can prove to me this will accelerate their military capability, I'll oppose it." Senator Josh Hawley, R-Mo., echoed these sentiments, emphasizing that he does not want China to gain an upper hand in the AI race. He argued for the necessity of restricting China's access to American hardware, stressing, "If we want to beat China, we need to constrain their ability to leverage our own technology." The U.S. Select Committee on China, a Republican-led body focused on the challenges posed by the Chinese Communist Party, has also raised alarms. They stated that the H200s represent a significant technological advantage over China's domestic chips, which could enable China to enhance its military and surveillance capabilities. Despite the criticism, some Republicans, like Senator Thom Tillis, R-N.C., have shown a more lenient stance, suggesting that while transparency on usage is crucial, providing some chips may not be inherently problematic. Bipartisan efforts are emerging to limit China's access to advanced chips. Recently, Senator Pete Ricketts, R-Neb., introduced legislation aimed at preventing the Trump administration from granting export licenses for advanced chips to China and other adversaries for at least 30 months. Ricketts emphasized, "Denying Beijing access to these AI chips is essential to our national security." Democratic lawmakers have also raised concerns, with Senator Elizabeth Warren, D-Mass., highlighting the contradiction between the Trump administration's actions and recent law enforcement crackdowns on AI technology smuggling networks linked to China. She called for accountability from Trump and Commerce Secretary Howard Lutnick over the implications of these chip sales for U.S. security.
