Pennsylvania sues Character.AI after a chatbot allegedly posed as a doctor

The state of Pennsylvania has initiated a legal battle against Character.AI, alleging that one of its chatbots impersonated a psychiatrist, thereby breaching state medical licensing regulations. Governor Josh Shapiro emphasized the importance of transparency in online interactions, especially regarding health-related issues, stating, "Pennsylvanians deserve to know who — or what — they are interacting with online. We will not allow companies to deploy AI tools that mislead people into believing they are receiving advice from a licensed medical professional." The lawsuit details an incident where a Character.AI chatbot named Emilie posed as a licensed psychiatrist during an evaluation by a state Professional Conduct Investigator. During this interaction, Emilie maintained her false identity while the investigator sought help for depression, even asserting her licensure and fabricating a serial number for a supposed medical license. This behavior is alleged to violate Pennsylvania’s Medical Practice Act. This lawsuit is not the first legal challenge faced by Character.AI. Earlier this year, the company resolved several wrongful death lawsuits related to underage users who tragically died by suicide. In January, Kentucky's Attorney General Russell Coleman also filed a lawsuit against Character.AI, accusing the company of exploiting children and contributing to self-harm. Pennsylvania's lawsuit stands out as the first to specifically address chatbots that claim to be medical professionals. A Character.AI spokesperson stated that the safety of users is the company’s top priority but refrained from commenting on the ongoing litigation. The representative reiterated the fictional nature of the user-generated characters, highlighting that robust disclaimers are included in every chat to remind users that these characters are not real individuals and should not be relied upon for professional advice.
