
In Palo, Iowa, the local atmosphere is characterized by a handful of dining options, including two restaurants and a gas station offering quick meals. This collection of establishments sits along a half-mile stretch of First Street, which separates the Cedar River's marshy floodplain on one side from expansive cornfields on the other. The community has not forgotten the catastrophic flooding of 2008, when the river rose dramatically, submerging homes and businesses far beyond the floodplain's boundaries. Almost two decades later, while many of those structures have been rebuilt, local residents remain anxious, this time focusing their concerns on the potential impact of data centers on their water supply. In response to these worries, officials in Linn County have enacted what is possibly the most detailed zoning ordinance for data centers in the country, aimed at safeguarding both residents and vital natural resources. The newly implemented regulations mandate that data center developers conduct an extensive water study as part of their zoning application. Furthermore, they must establish a water-use agreement with the county prior to beginning construction. The ordinance also introduces restrictions on noise and light pollution, enforces a minimum setback of 1,000 feet from residentially zoned areas, and requires developers to offset any damage to local roads or infrastructure incurred during construction, as well as contribute to a community improvement fund. Kirsten Running-Marquardt, chair of the Linn County Board of Supervisors, emphasized the goal of creating a protective and transparent ordinance during a public meeting that drew nearly 100 residents. However, despite the measures outlined, community members voiced a desire for even stronger safeguards to ensure their environment and resources are adequately protected.
