OpenAI CEO Sam Altman took to X (formerly Twitter) to announce this massive undertaking, labeling it a 'gigantic infrastructure project.' This unprecedented deal has transformed the landscape of cloud computing contracts, outstripping any previous agreements in the industry. The details of this monumental contract emerged from Oracle's June 2025 SEC filings, which hinted at an unnamed customer set to generate $30 billion annually—surpassing Oracle's total global cloud revenue of $24.5 billion for the fiscal year 2025. While Oracle initially kept the client's identity under wraps, OpenAI's confirmation has clarified that this deal revolves around the expansion of the Stargate initiative. For Oracle, this partnership is poised to more than double its cloud infrastructure business, positioning it as a key player in the AI compute capacity sector alongside giants like Amazon, Microsoft, and Google. Oracle, when approached for comment, stated that they had no official statement to provide at the moment. The scale of this agreement is unprecedented. Typically, large enterprise or hyperscale clients lease between 1 to 50 megawatts (MW) of power, with annual costs ranging from $10 million to $500 million. Leasing just 1 MW of data center space can cost around $3.2 million annually, making OpenAI’s 4,500 MW lease astonishingly unique. This transformative deal stands out especially when considering that Oracle's total reported cloud services revenue for fiscal 2025 was $24.5 billion—less than what the OpenAI contract will yield each year. Once operational, this agreement is expected to significantly enhance Oracle’s cloud infrastructure business, solidifying its position as a leading force in the AI sector. The larger context of this partnership is also significant, particularly given the delays that have plagued the Stargate initiative. Launched with much enthusiasm at the White House in January 2025, promising over 100,000 new jobs and $500 billion in infrastructure, Stargate has yet to see the completion of any data center projects. Progress has been hindered by disagreements between SoftBank and OpenAI regarding financial structuring and site selection linked to SB Energy, a SoftBank-owned entity. Meanwhile, OpenAI has been proactively securing the infrastructure necessary for training its next-generation models. Alongside the Oracle agreement, the company has also entered into partnerships with other providers like CoreWeave, bringing it closer to its original data center objectives without relying solely on Stargate’s framework. This collaboration marks a pivotal moment in the evolution of cloud infrastructure. The demand for AI-driven technologies is propelling cloud requirements to unprecedented levels, necessitating custom-built, energy-dense environments that transcend traditional cloud models.
