With AI systems advancing rapidly, transitioning from assisting with quick tasks to managing complex jobs that once took months, the way organizations function and how individuals earn a living is on the brink of transformation. One of the standout proposals is the suggestion for a shorter workweek, where productivity gains from AI allow for a 32-hour, four-day workweek pilot program without any reduction in pay. OpenAI believes that this initiative could lead to permanent decreases in working hours while maintaining output and service levels, framing it as an essential part of an “efficiency dividend” where automation benefits workers in terms of both income and free time. Additionally, the organization calls for a re-evaluation of taxation policies in light of AI’s shift of economic value from labor to capital. The document warns that as AI reshapes work dynamics, there is a risk of increased corporate profits and capital gains, potentially at the expense of labor income. OpenAI recommends the implementation of new tax mechanisms focused on automated labor and a greater emphasis on capital-based taxation, including corporate income and capital gains taxes—a concept often referred to as a “robot tax.” Perhaps the most ambitious proposal is the creation of a Public Wealth Fund, which would give every citizen a stake in the economic growth driven by AI. OpenAI envisions a fund that invests in AI companies and their ecosystems, distributing returns to the public to ensure that everyone benefits from AI-induced prosperity.
