Will China actually want Nvidia's more advanced H200 AI chips?

Nvidia has received approval from the U.S. government to sell its cutting-edge H200 AI chips to China, but uncertainty looms over whether Chinese companies will actually pursue these products. The U.S. has mandated that it receives a 25% share of sales to "approved customers." Earlier this year, Nvidia faced a ban on semiconductor sales to China, but sought to revive sales of its H20 chip since July, a less advanced alternative tailored to meet export restrictions. Reports indicate that Beijing may restrict local companies from purchasing the H200, leading Nvidia to temper expectations regarding potential sales in China. The Financial Times recently noted that Chinese authorities would likely limit access to the H200, based on insights from unnamed sources. This development raises questions about the future of Nvidia's sales in a market that is aggressively pursuing self-sufficiency in technology. The H200 stands as one of Nvidia's premier chips for AI development, yet China's commitment to reducing reliance on American technology is evident. Neil Shah, a partner at Counterpoint Research, expressed that while the U.S. revenue door is reopening, it may be too late for Nvidia to secure a dominant position. He emphasized that domestic alternatives are rapidly evolving, with companies like Huawei claiming that their AI semiconductor offerings are now competitive with Nvidia's H200. Chinese tech giants such as Alibaba and Baidu are also in a race to develop high-performance products that can rival Nvidia's capabilities. Huawei has been aggressively enhancing its Ascend AI product line, utilizing vast chip clusters to achieve comparable performance. Even if Nvidia's products find their way into the Chinese market, the long-term strategy for China remains focused on achieving technological independence. Moreover, with Alibaba, Tencent, and Baidu leveraging stockpiled Nvidia chips from before the ban, they have made significant progress in AI model development. However, as local capabilities improve, the question arises: will China allow its tech firms to invest in American products, especially when self-sufficiency is a growing imperative? Shah pointed out that the gap in performance and efficiency between Nvidia and domestic alternatives remains substantial. Despite the allure of the H200, the existing semiconductor supply chain challenges and the push for self-reliance may deter large-scale adoption of American technology in the long run. Even with potential interest from Chinese companies in the advanced H200, the overarching narrative of China's technological strategy will persist. Experts suggest that while Nvidia has a limited window to capitalize on H200 sales, the future trajectory of China's tech landscape will continue to prioritize self-sufficiency, making the competition for AI dominance more complex and protracted.
