$15 billion in NIH funding frozen, then thawed Tuesday in ongoing power war

In a dramatic turn of events, approximately $15 billion earmarked for vital biomedical research through the National Institutes of Health (NIH) was briefly frozen before being released on Tuesday. This funding, which lawmakers allocated to support life-saving research, became a point of contention amid the ongoing power struggle between the Trump administration and Congress. The decision to withhold these crucial funds was reportedly made by Russell Vought, the director of the Office of Management and Budget under the Trump administration. Known for his expansive interpretation of presidential authority, Vought has expressed the need for what he calls 'fundamental reform' within the NIH. In a weekend interview with CBS News, he defended the freeze on billions dedicated to research on critical health issues like cancer and heart disease, alleging that the NIH had been 'weaponized against the American people.' This controversial stance comes in the wake of a letter from 14 Republican Senators urging Vought to release the appropriated funds, emphasizing the importance of this financial support for ongoing medical research. Reports from The Washington Post indicate that members of the Trump administration are actively seeking to challenge the Impoundment Act of 1974, which restricts the president's ability to unilaterally alter congressional spending decisions. Moreover, the nonpartisan Government Accountability Office has previously ruled that the Trump administration's withholding of certain funds was illegal, although the full extent of these actions remains uncertain. Amid these tensions, NIH officials were informed in a brief memo on Tuesday about the temporary suspension of all grant research funding—a move that impacts critical biomedical projects across universities, academic medical centers, and independent research institutions nationwide. The significance of NIH funding is underscored by its role in major health advancements, including the notable 30% decline in cancer deaths in the U.S. since 1990.
