New York state cyber chief calls out Trump for cybersecurity cuts

As the new Trump administration took office, significant reductions in cybersecurity budgets, personnel, and initiatives have sparked concern among experts and lawmakers. Colin Ahern, the Chief Cyber Officer for New York State, expressed his worries during a recent interview, highlighting the potential risks posed by these cuts to national security. Ahern, alongside New York Governor Kathy Hochul, emphasized the need for a robust federal cybersecurity framework. "We collaborate with the federal government daily, and their effectiveness is crucial for our safety," Ahern remarked. He voiced particular concern over the changes introduced in the 'Big Ugly Bill,' which included substantial funding rescissions. The administration's cybersecurity budget cuts have been extensive, affecting the Cybersecurity and Infrastructure Security Agency (CISA) significantly. Over a hundred CISA employees were let go, with some being reinstated following a court ruling. Notably, the 'One Big Beautiful Bill Act' slashed cybersecurity funding across federal agencies by more than $1.2 billion and reduced CISA's budget by $135 million, while allocating $1 billion for offensive cyber operations abroad. The nomination of a national cyber director has also faced criticism due to the appointee's perceived lack of relevant experience, and the Department of Education has halted a vital cybersecurity support initiative for K-12 schools. Ahern stated, "A capable federal government is essential to deter adversaries and withstand cyberattacks. What’s unfolding in Washington is jeopardizing these capabilities." While the federal government plays a pivotal role in national cybersecurity, state governments are equally responsible for safeguarding their networks and critical infrastructure. Funding from the federal level is crucial for these efforts. Recently, Governor Hochul reached out to U.S. Secretary of Homeland Security Kristi Noem, urging the immediate release of funds from the Homeland Security Grant Program (HSGP) to bolster state and local security initiatives. "HSGP funding is essential for protecting critical infrastructure assets such as transportation systems, power grids, and communication networks," Hochul stated in her letter. Despite the hurdles posed by federal cuts, Ahern reassured that New York is not idle. "We are committed to fostering partnerships across state lines and political affiliations to ensure a safe and resilient New York," he asserted. In a proactive measure, Governor Hochul recently enacted a new law requiring state and local government employees who work with computers to undergo cybersecurity training. The legislation mandates that cyber incidents be reported to the state's homeland security office within 72 hours and ransomware payments within 24 hours. Additionally, Hochul announced a proposal for a grant program aimed at assisting water and wastewater organizations in upgrading their systems to meet upcoming regulatory standards. Ahern revealed plans for a new New York City office, which will be staffed by technologists, including cybersecurity experts, with hopes of hiring individuals impacted by the administration's job cuts. "DOGE says you’re fired. New York says you’re hired," he quipped, referring to the state’s commitment to rebuilding its cybersecurity workforce.
