Republicans in Congress add $250 annual federal EV tax to transport bill

Despite their environmental benefits, electric vehicle (EV) sales are currently facing significant challenges. Since January 2025, the U.S. government's stance on energy efficiency has shifted dramatically, leading to a rollback of fuel efficiency regulations. This has had a direct impact on consumer incentives, particularly the tax credits that previously encouraged EV purchases. As a result, there was a notable spike in EV sales leading up to the expiration of these credits last September, resulting in an unexpectedly strong third quarter of 2025. However, the fourth quarter saw a sharp decline, and the trend worsened at the start of this year. In January, only 5.1 percent of new vehicles sold were electric, down from 8.3 percent a year earlier. In a new proposal, House Transportation and Infrastructure Committee Chair Sam Graves (R-Mo.) plans to introduce an annual tax of $250 for EV drivers, with hybrids facing a $100 fee. This is not the first time Graves has advocated for taxing EV users; a previous attempt to impose an escalating tax on electric vehicles was unsuccessful last year. The rationale behind this tax stems from the fact that federal highway funding primarily comes from gasoline taxes. Since EVs do not consume fuel, they do not contribute to the maintenance of road infrastructure. While this argument makes sense, critics point out that with only a small fraction of new cars being electric, the proposed tax appears largely symbolic. Additionally, the federal gas tax has not seen an increase since 1993. Chris Harto, head of sustainability advocacy at Consumer Reports, stated, "EV drivers should contribute to road funding, but imposing heavy taxes solely on them will not rectify the broader transportation funding issues." Harto, along with policy analyst Dylan Jaff, has suggested a series of principles for lawmakers like Graves to consider in addressing the challenges of transportation funding effectively.
