Trump’s DOE restarts energy rebate program with dumb conditions

The Department of Energy has unveiled new guidelines for federal energy efficiency rebate programs, stirring significant debate over their implications. Notably, the revised rules will no longer support transitioning from fossil fuel heating systems to electric alternatives. This announcement comes as part of an update detailing how the agency plans to allocate $8.8 billion in funding for consumer programs. Among the most contentious changes is the removal of diversity, equity, and inclusion considerations from the funding criteria. This shift follows a series of legal challenges after former President Donald Trump issued an executive order last year that halted the distribution of funds from the Inflation Reduction Act, which included rebates aimed at enhancing home energy efficiency. A coalition of states successfully fought to restore this funding, securing an injunction in March 2025. States eagerly awaited guidance from the Department of Energy to relaunch funding opportunities, and this recent announcement marks the beginning of that process. However, clean energy advocates have expressed their discontent, labeling the updated guidance as both overdue and fundamentally flawed. Tony Sirna, deputy policy director for Evergreen Action, criticized the decision to cut support for electrification, arguing that it contradicts Congress's intent. He emphasized that this move effectively deprives millions of families of much-needed financial relief during a critical time. The newly released guidance, dated May 29 and publicized on June 1, outlines the specifics of two key programs: the $4.3 billion Home Owner Managing Energy Savings (HOMES) program and the $4.5 billion High-Efficiency Electric Home Rebate (HEEHR) program. The HOMES initiative offers up to $8,000 to households willing to make energy-efficient upgrades, which can include insulation enhancements, air sealing, and the installation of energy-efficient heating and cooling equipment. To qualify for these rebates, upgrades must result in at least a 20 percent reduction in energy consumption, according to the Department of Energy.
