Elon Musk's Neuralink filed as 'disadvantaged business' before being valued at $9 billion

In a strategic maneuver, Elon Musk's healthcare venture, Neuralink, recently designated itself as a 'small disadvantaged business' in a filing with the U.S. Small Business Administration (SBA). This announcement came just prior to a funding round that propelled the company's valuation to an impressive $9 billion. Neuralink is pioneering a brain-computer interface (BCI) system, primarily aimed at assisting individuals with severe paralysis in regaining autonomy. The BCI technology has the potential to convert brain signals into commands, enabling users to control external devices merely through thought. The filing, submitted on April 24, occurred during a time when Musk was at the helm of the Department of Government Efficiency (DOGE) under the Trump administration, where he focused on streamlining federal agencies. Reports indicate that the SBA's classification as a 'small disadvantaged business' (SDB) denotes that at least 51% of the company is owned and controlled by individuals who are socially and economically disadvantaged. This designation can facilitate preferential access to federal procurement opportunities, as outlined by the SBA. Musk, known as the richest person globally and the CEO of Tesla and SpaceX, also oversees various other ventures, including the artificial intelligence startup xAI and The Boring Company. In 2022, he finalized a $44 billion acquisition of Twitter, later rebranded as X, which now operates in tandem with xAI. Jared Birchall, a key executive at Neuralink and Musk's family office manager, was named as the contact for the April filing. While he has yet to respond to inquiries about the filing, Neuralink's recent funding round in June raised $650 million, pushing its valuation to $9 billion. Notable investors in this round included ARK Invest, Founders Fund led by Peter Thiel, Sequoia Capital, and Thrive Capital. According to Neuralink, the new funds will be instrumental in expanding access to its technology for patients and in developing innovative devices that strengthen the integration between biological and artificial intelligence. Under Musk's leadership at DOGE, initiatives aimed at reducing government funding for diversity, equity, and inclusion programs have also been prominent, highlighting Musk’s controversial policy choices during his tenure.
