Trump caving on Nvidia H20 export curbs may disrupt his bigger trade war

As the trade conflict intensifies, the focus is shifting to potential tariffs on semiconductor chips, which could be implemented as early as next month. However, national security experts are raising alarms over a critical decision made by the Trump administration that could jeopardize both U.S. trade relations and national security. In a recent letter addressed to Commerce Secretary Howard Lutnick, a coalition of 20 policymakers and national security professionals urged President Trump to reconsider his stance on exporting Nvidia's H20 chips to China. This plea follows the administration's earlier choice to refrain from imposing further restrictions on these chips, a decision reportedly influenced by Nvidia CEO Jensen Huang's $1 million donation for a seat at a Mar-a-Lago dinner as well as Nvidia's commitment to invest $500 billion in AI data centers. The letter highlights significant concerns that the H20 chips could undermine the U.S. military's advantage in artificial intelligence, pointing out that these chips may significantly enhance China's AI capabilities. While the H20 chips are not suitable for AI training like the restricted Blackwell and H100 chips, they are designed for inference, which plays a crucial role in the advancements of modern AI reasoning models. Experts caution that China could utilize these chips to bolster military applications, including autonomous weapon systems and enhanced surveillance capabilities. By providing China with access to these advanced technologies, the U.S. risks strengthening the very infrastructure that could modernize and expand the Chinese military. In light of these developments, the Trump administration is currently examining the national security implications of chip tariffs and imports, with a detailed report expected in two weeks. This report is anticipated to guide the administration's decision-making regarding the potential risks associated with reliance on foreign semiconductor sources.
