Expert panel will determine AGI arrival in new Microsoft-OpenAI agreement

In a groundbreaking development, Microsoft and OpenAI have unveiled a fresh partnership agreement that introduces an independent expert panel tasked with determining the arrival of artificial general intelligence (AGI). This pivotal decision will significantly alter the way the two companies engage in technology sharing and revenue distribution. Valued at around $135 billion, Microsoft's stake in OpenAI is solidified through this extended exclusive partnership, which now runs until 2032. Notably, the agreement grants both organizations increased autonomy to pursue AGI on their own terms. This partnership traces its roots back to 2019, when Microsoft made a significant investment of $1 billion into OpenAI. Since then, Microsoft has contributed billions in cloud computing resources via Azure, leveraging OpenAI’s models in popular products like Copilot. Under the new terms, Microsoft continues to be recognized as OpenAI's primary partner for frontier models, retaining exclusive rights to OpenAI’s intellectual property and Azure API until AGI is officially achieved. Previously, OpenAI alone had the authority to declare its success in reaching AGI—an ambiguous and challenging milestone to define. Now, however, the revised agreement mandates that an independent panel of experts validate this claim, adding a layer of oversight to a decision that holds immense financial implications. Once the expert panel confirms that AGI has been attained, Microsoft’s intellectual property rights concerning OpenAI's research methodologies will lapse, and the revenue-sharing agreement will come to an end, although payments will persist over an extended timeframe. The specifics regarding the composition of the expert panel, including who will be selected, remain undisclosed, leading to uncertainty about the criteria that will be employed to assess the achievement of AGI. Previously, the companies had set an economic benchmark, suggesting AGI would be reached when AI systems could generate $100 billion in profits. This partnership, closely watched within the technology sector, has encountered challenges as OpenAI has evolved from an ambitious research entity into a powerhouse valued at $500 billion, profoundly influencing the tech industry's direction with its advances in AI. As both companies vie for customers in a competitive landscape, OpenAI has been pursuing additional computing capacity that exceeds what Microsoft can currently provide.
