A $16 billion OpenAI and Oracle data center could decide whether Michigan power bills go up or stay put

The construction of a massive data center in Michigan by Oracle and OpenAI is poised to impact the power bills of residents significantly. This facility, part of OpenAI's ambitious Stargate project, aims to deliver substantial savings but comes with potential challenges. DTE Energy, the local utility, has indicated that if the data center operates as planned, it will freeze rates for all customers. This development is crucial amid a nationwide trend of rising electricity costs driven by Big Tech's expansive AI data center initiatives. DTE is one of several utilities seeking to increase customer rates as they invest in new power generation and transmission infrastructure to meet unprecedented energy demands. Expected to generate an additional $300 million in savings, the 1.4 gigawatt facility is a $16 billion investment that could stabilize customer bills. However, achieving this financial success depends on OpenAI's ability to utilize sufficient energy to meet revenue goals. DTE's recent filing with the Michigan Public Service Commission highlighted that if the data center launches on schedule, the utility would pause its proposed rate hikes for a minimum of two years. Despite these optimistic projections, OpenAI faces hurdles in its quest for growth, especially as it approaches a potential IPO. Reports indicate that the company struggled to achieve its target of 1 billion weekly active users last year, causing concerns about its revenue generation amid soaring operational costs. Consumer advocates and public officials, including President Trump, have voiced concerns about the implications of these developments. They are urging utilities, regulators, and tech giants to ensure that the financial burden of building out this infrastructure does not fall on homeowners and small businesses. DTE's plan to invest tens of billions in infrastructure to support the Oracle and OpenAI data centers includes a proposed 9.7% monthly increase in average customer bills, significantly higher than the rate of inflation. Despite the potential for this to be the last rate increase for some time, DTE's president and CEO, Joi Harris, acknowledged that unforeseen factors could disrupt this plan. Local opposition is mounting against the data center projects, particularly in communities like Saline Township. Additionally, construction delays due to labor shortages and financing challenges have emerged as critical issues. Oracle recently secured backing for its Michigan data center from Related Digital, with further support from Blackstone and Pimco, but uncertainties remain. Michigan Attorney General Dana Nessel criticized DTE's proposal to tie rate freezes to the performance of the data center, labeling it a 'ransom note'. She expressed skepticism regarding the utility's claims about affordability benefits, noting that the contracts associated with these data centers have not undergone adequate scrutiny from consumer advocates. Nessel's office has also filed an appeal concerning DTE's agreements with Oracle and Google, signaling a contentious road ahead for these developments.
