In a bold move to influence the future of artificial intelligence, Meta has announced a substantial investment of tens of millions of dollars into a new super PAC aimed at countering state-level regulations that could hinder AI development. Titled the American Technology Excellence Project, this initiative is part of Meta's ongoing strategy to combat policies perceived as obstacles to AI progress. The super PAC will be spearheaded by seasoned Republican strategist Brian Baker, in collaboration with the Democratic consulting firm Hilltop Public Solutions. Their mission is to support the election of candidates from both parties who are favorable to technology and AI advancements in the upcoming midterm elections. Rachel Holland, a spokesperson for Meta, emphasized that the super PAC's objectives include promoting U.S. tech leadership and advocating for advancements in AI. Additionally, the initiative will focus on enhancing parental control over children's interactions with online applications and AI technologies, a response to increasing concerns about child safety in the digital age. Meta's commitment to addressing child safety issues comes amidst scrutiny following revelations that its chatbots could engage in romantic conversations with minors. This has raised alarms, leading to allegations that the company might have downplayed research concerning child safety risks. While specifics regarding the states targeted by the super PAC remain undisclosed, the initiative emerges as various states propose AI regulations, driven by frustrations over the federal government's inaction. During the 2025 legislative session, over 1,000 bills related to AI were introduced across the nation. In California, for instance, two significant bills are currently awaiting the governor's decision: SB 243, which aims to regulate AI companion chatbots for the protection of vulnerable users, and SB 53, which seeks to impose new transparency requirements on major AI firms. Meta's VP of public policy, Brian Rice, remarked that the new super PAC intends to bolster the election prospects of state-level candidates who support AI development, advocate for the U.S. technology sector, and defend American leadership in tech both domestically and internationally. As the debate around AI regulation intensifies, Silicon Valley is ramping up its lobbying efforts to prevent states from enacting their own laws, arguing that a fragmented regulatory landscape could stifle innovation. Recently, a similar super PAC backed by Andreessen Horowitz and OpenAI president Greg Brockman emerged with a $100 million fund dedicated to opposing AI regulations. This proactive stance by Meta and its allies highlights the escalating competition between the U.S. and China in the AI sector, underscoring the urgency for tech companies to advocate for favorable legislative conditions that foster innovation.
