
The Trump administration is facing obstacles in its efforts to relocate Americans exposed to the Ebola virus during the ongoing outbreak in the Democratic Republic of the Congo. A proposed plan to send these citizens to Kenya has encountered significant legal challenges, prompting officials to search for alternative destinations willing to accept them. Recently, it was disclosed that the administration intended to create a temporary quarantine and treatment center in Kenya, rather than repatriate citizens to the U.S. for specialized medical care. The facility was planned to be located in Laikipia, approximately 120 miles from Nairobi, where the U.S. operates an air base. The initial strategy included establishing a 50-bed quarantine unit, which was expected to be operational by May 29. Following this, the plan called for the construction of isolation and biocontainment units for those infected with the virus. However, the initiative has been put on hold after the Katiba Institute, an organization advocating for the constitutional rights of Kenyans, filed a petition against the quarantine facility's establishment. The group expressed serious concerns over the unilateral and secretive nature of the plan, stating that it poses significant constitutional issues related to rights to life, health, and public participation. Katiba is also demanding a government action plan to address potential Ebola spread, which is currently not an issue in Kenya. They are seeking transparency regarding any agreements made between Kenya and the U.S. about this facility. "This case fundamentally aims to uphold constitutional accountability, safeguard public health, and ensure that no government prioritizes expediency over the lives and safety of the Kenyan populace," the institute stated in a social media announcement.
