This report, released on October 3, highlights the urgent need for stricter age verification measures across social media platforms. Global Witness initiated its investigation by creating seven TikTok accounts impersonating 13-year-olds, the minimum age required to register on the app. Using factory-reset phones with no prior search histories, they discovered that TikTok's search suggestions were alarmingly sexualized, even when users activated the app's 'restricted mode,' designed to limit exposure to inappropriate content. As concerns grow over child safety online in both the UK and the US, TikTok is facing scrutiny from various quarters about its impact on young users' mental health. In response to the investigation, a TikTok spokesperson asserted the company's commitment to user safety, stating that they took immediate action upon learning about these issues, including investigating claims and enhancing their search suggestion features. Despite these assertions, the report indicates that explicit content was suggested to the test accounts almost immediately after setup. Global Witness emphasized that this issue goes beyond merely exposing minors to pornography; it suggests that TikTok's algorithms are actively promoting such content to younger users. TikTok has community guidelines that prohibit sexually explicit material, including nudity and sexual acts, yet the investigation found that 30% of content removed during a recent reporting period was due to mature themes. The platform also claims to delete approximately 6 million underage accounts monthly by employing various age detection technologies. The findings come amidst the implementation of the UK’s Online Safety Act, which aims to enhance protections for children online. Legal experts have stated that the investigation's results indicate a clear violation of this legislation. Critics of the act, including the Electronic Frontier Foundation, have expressed concerns that age verification processes could jeopardize user privacy. As TikTok responds to these challenges, it continues to introduce safety features aimed at protecting younger users, including tools to limit excessive screen time and notifications during late hours. Other tech companies, such as YouTube and Instagram, are also under pressure to improve child safety, implementing their own age-specific protective measures in light of growing scrutiny.
