
The Unique Identification Authority of India (UIDAI) has launched a groundbreaking initiative called the Scheme for Innovation and Technology Association with Aadhaar (SITAA). This program aims to enhance India's digital identity framework through collaboration with startups, academic institutions, and industry leaders. SITAA is focused on fostering homegrown, AI-driven solutions that will bolster the security, scalability, and resilience of Aadhaar authentication processes. Among its key objectives are the development of advanced technologies, including real-time deepfake detection systems, AI-powered face liveness detection, and innovative contactless fingerprint authentication methods. UIDAI has opened applications for proposals related to these pilot projects, with a deadline set for November 15, 2025. To further strengthen this initiative, UIDAI has joined forces with the MeitY Startup Hub (MSH) and NASSCOM, both of which will serve as vital enablers. MSH will offer mentoring, incubation, and accelerator support, while NASSCOM will assist in establishing industry partnerships and promoting global outreach. In their announcement, UIDAI emphasized that the SITAA initiative reflects India's dedication to creating a secure, inclusive, and self-sufficient digital identity ecosystem. The program comprises three main challenges: 1. **Face Liveness Detection**: Startups are invited to devise software development kits (SDKs) capable of identifying spoofing attempts such as deepfakes, masks, and morphs. These solutions should work effectively across various demographics and devices, supporting both server and edge deployments while minimizing user friction. 2. **Presentation Attack Detection**: This challenge encourages research institutions to develop AI and machine learning-based systems that can detect print, replay, morph, and adversarial attacks in real-time. Solutions need to ensure high accuracy, comply with privacy regulations, and maintain interoperability with Aadhaar APIs in accordance with the Aadhaar Act. 3. **Contactless Fingerprint Authentication**: Proposals are sought for SDKs that enable contactless fingerprint authentication using standard smartphone cameras or affordable imaging devices. These solutions must ensure liveness detection and quality assurance while producing AFIS-compliant templates, all while functioning efficiently on mobile and edge platforms. Through the SITAA initiative, UIDAI aims to strengthen Aadhaar's defenses against the rising threat of biometric fraud and advanced deepfake technologies. This scheme aligns with national priorities relating to Digital Public Infrastructure and Atmanirbhar Bharat, reinforcing India’s pursuit of technological self-sufficiency in identity systems.
