
In a significant move to enhance digital infrastructure, the Telecom Regulatory Authority of India (TRAI) has officially registered eight agencies as Digital Connectivity Rating Agencies (DCRA). This action falls under the newly established 'Rating of Properties for Digital Connectivity Regulations, 2024'. The agencies now authorized to evaluate digital connectivity include Ardom Towergen Private Limited, Crest Digitel Private Limited, CTL Infocom Private Limited, ESTEX Telecom Private Limited, Frog Cellsat Limited, Phistream Consulting Private Limited, Shaurrya Teleservices Private Limited, and TUV SUD South Asia Private Limited. The registration granted to these agencies is valid for five years, effective from August 27, 2025, contingent upon adherence to stipulated regulations. These agencies will utilize a detailed methodology outlined in the Manual for Rating of Properties for Digital Connectivity, which was released on August 13, 2025. Their assessments will culminate in a 'Star Rating' system, enabling potential buyers, tenants, and businesses to make well-informed decisions based on the actual performance of digital connectivity. TRAI had previously shared a draft manual in May of this year, which served as a precursor to this initiative. The finalized manual represents a pioneering framework aimed at assessing how well buildings are equipped for high-speed and reliable digital access. Officials have emphasized the necessity for strong in-building networks, especially as over 80% of mobile data usage occurs indoors, where modern building materials can often impede 4G and 5G signals. This initiative is expected to significantly impact consumer experiences and the overall quality of service. The established manual provides a standardized methodology for the DCRAs, serving as a crucial reference for Property Managers and Service Providers. It outlines transparent criteria for ratings, focusing on aspects such as fiber readiness, in-building mobile and Wi-Fi coverage, broadband speeds, and overall user experience. Furthermore, it encourages developers to incorporate advanced digital infrastructure from the initial design and construction phases.
