Will Telegram be banned in India? Govt cites concerns for unlawful content

Telegram has come under scrutiny in India for its alleged role in facilitating illegal activities, such as sharing child sexual abuse material (CSAM) and executing financial scams. A recent report by Reuters indicates that the Indian government is actively surveilling various groups and channels on the Telegram platform to combat these issues. The Indian Cybercrime Coordination Centre has drafted a comprehensive 35-page report outlining its findings, which has been presented to the courts to support a temporary ban on Telegram following allegations related to a NEET exam question paper leak. The report emphasizes, "Cyber criminals use Telegram to access closed groups/channels ... (India) is proactively monitoring such Telegram groups and channels." In a related development, Telegram faced a week-long suspension, ending on June 22, due to accusations of facilitating misinformation. The platform has refuted these allegations. Additionally, the Indian government has temporarily disabled Telegram's message editing function until June 30 to prevent users from modifying previously sent messages. Concerns have been raised about Telegram's privacy-centric features, which complicate law enforcement's efforts to identify and track users engaged in illicit activities. For example, the use of usernames instead of phone numbers obscures real identities, making it challenging for authorities to pinpoint offenders. The report dated June 10 includes screenshots from Telegram groups showcasing various issues, such as fake job listings, instances of child exploitation, and pirated copies of the Bollywood film Dhurandhar, raising copyright concerns. Furthermore, authorities have reported over 688,000 complaints related to cyber fraud involving Telegram in 2023, leading to estimated losses of approximately $750 million. This situation underscores the Indian government's skepticism regarding Telegram's ability to mitigate the spread of illegal content and cyber scams. Ongoing monitoring of the platform continues, and failure to align with regulatory expectations could result in stricter actions, including a potential ban in the future.
