India bids to attract over $200B in AI infrastructure investment by 2028

India is embarking on an ambitious initiative to secure over $200 billion in investments related to artificial intelligence infrastructure by 2028. This strategic move aims to establish the country as a global leader in AI computing and applications, especially as the importance of capacity, capital, and regulation continues to rise. During the AI Impact Summit in New Delhi, India's IT minister, Ashwini Vaishnaw, unveiled these plans, which attracted the attention of executives from prominent tech companies like OpenAI, Google, and Anthropic. To facilitate this influx of investment, the Indian government is implementing a combination of tax incentives, state-funded venture capital, and supportive policies designed to integrate a larger portion of the global AI supply chain into the region. This initiative is particularly timely, as major U.S. technology firms such as Amazon, Google, and Microsoft have already pledged around $70 billion towards enhancing AI and cloud infrastructure in India. This existing commitment provides a solid foundation for New Delhi to argue that it can leverage its scale, cost advantages, and favorable policies to capture the next wave of global AI investment. While a significant portion of the projected $200 billion is anticipated to be directed towards AI infrastructure—including data centers and chips—Vaishnaw noted that the government also expects an additional $17 billion to flow into deep-tech and AI applications. This reflects a broader ambition to not only focus on infrastructure but also to maximize the value captured from the AI ecosystem. Recent policy changes have aimed to make India a more appealing destination for AI development. These include long-term tax benefits for export-oriented cloud services and a ₹100 billion (approximately $1.1 billion) government-backed venture capital scheme targeting high-risk sectors like AI and advanced manufacturing. Additionally, the government has extended the qualification period for deep-tech companies as startups to 20 years and raised the revenue threshold for startup benefits to ₹3 billion (around $33.08 million). Vaishnaw highlighted the growing interest from venture capitalists in funding deep-tech startups, indicating a robust commitment to advancing significant applications and further research in cutting-edge AI models. The Indian government also aims to enhance its shared computing capacity under the IndiaAI Mission, expanding its current fleet of 38,000 GPUs with an additional 20,000 units in the near future—marking a pivotal advancement in the nation’s AI strategy. Looking ahead, Vaishnaw shared that a second phase of the AI Mission is in preparation, which will focus more intently on research, development, and the wider distribution of AI technologies. This expansion will also seek to broaden access to AI infrastructure beyond a limited number of companies. However, the initiative is not without its challenges. Issues such as reliable access to power and water for energy-intensive data centers pose potential risks to the accelerated timeline for building AI infrastructure. Vaishnaw acknowledged these concerns, yet emphasized India’s favorable energy mix—over half of its generation capacity comes from clean sources—as a key advantage in meeting the rising demands of data centers. The success of this initiative will have implications that extend beyond India, as businesses globally look for new locations for AI computing amidst increasing costs and competition.
