Geopolitics of GPUs: How the US-India interim deal shields New Delhi’s AI ambitions

The global competition for artificial intelligence (AI) is intensifying, with graphics processing units (GPUs) at its center. Recent U.S. restrictions on advanced AI chips destined for China have altered the landscape of supply chains and led to market instability. This poses a significant concern for India, which is striving to enhance its AI capabilities and build a sovereign computing infrastructure. The central question looms large: if geopolitical dynamics shift, could India's access to high-performance GPUs diminish? For a burgeoning ecosystem, such a setback wouldn't merely slow progress; it would bring it to a halt. The newly established interim trade agreement between the U.S. and India is being hailed by industry analysts as a strategic reassurance. While it does not instantly amend export regulations, it signifies a strengthening of ties. According to Danish Faruqui, CEO of Fab Economics, India has risen to be a top-three global player in AI, now ranking third worldwide, trailing behind the U.S. and China. This leap from seventh place in 2023 is attributed to advancements in talent, a thriving startup scene, research initiatives, and government support for AI. With the launch of the IndiaAI Mission, the Indian government aims to bridge the computing gap, having procured approximately 38,000 GPUs across the nation. However, the disparity with the leaders in the AI domain remains significant. The U.S. leads with an impressive 78.6 points on the AI index, followed by China at 36.95, while India stands at 21.59. Faruqui emphasizes that closing this gap demands a long-term commitment to India's AI initiatives and fostering strategic partnerships with the U.S. and allied nations. Reflecting on recent history reveals the source of India’s apprehension. Last year, the Biden administration's proposal to categorize India as a Tier-2 exporter threatened to restrict Indian companies' access to cutting-edge AI chips. This classification could have limited GPU imports significantly, thereby stifling India’s ambitions in AI and delaying vital technology upgrades. Fortunately, this proposal was retracted, alleviating immediate concerns over the future of India's tech ecosystem. The latest interim agreement, following discussions between the two nations, emphasizes a commitment to enhancing trade in technology products, including GPUs. While it does not impose immediate changes, the alignment suggests a more favorable treatment for India compared to other nations experiencing geopolitical tensions. This confidence-building measure reassures stakeholders that India is less likely to face abrupt restrictions on AI hardware exports similar to those affecting China. For India, GPUs are the cornerstone of its AI development strategy. The IndiaAI Mission aims to foster homegrown models and empower startups. Achieving these goals necessitates reliable access to high-performance GPUs like NVIDIA’s H100 and advanced processing units. Sunil Gupta, Co-Founder and CEO of Yotta Data Services, notes that India’s data center capacity must expand significantly over the next few years to facilitate large-scale AI adoption, requiring millions of GPUs to be deployed. While the likelihood of facing China-like export controls remains low, the risk has not been entirely eliminated. Future U.S. administrations may still adjust AI chip policies based on shifting geopolitical circumstances. Nevertheless, India has made a strategic move to ensure its access to essential AI hardware remains stable, marking a crucial step in its journey to solidify its position in the global AI race.
