India launches IAIRO to move from AI strategy to sovereign execution

India has taken a significant leap in its artificial intelligence (AI) journey with the official establishment of the Indian AI Research Organisation (IAIRO), marking a transition from strategic planning to practical implementation. The launch, held in New Delhi on January 30, 2026, aims to serve as the driving force behind the nation's AI goals, emphasizing the transformation of research and intellectual property into scalable systems that can benefit the population. Accompanying the launch is a position paper titled "Sovereign AI for India’s Strategic Autonomy," penned by Dr. Amit Sheth, the Founding Director of IAIRO. This document highlights the importance of enhancing India’s strategic independence by fostering AI systems that are developed under national governance and reflect local priorities. IAIRO aligns with broader initiatives such as the IndiaAI Mission and the Gujarat AI Action Plan, concentrating on cutting-edge AI research, the creation of domestic intellectual property, and retention of top-tier AI talent within the country. The organization aims to shift away from consumer-focused large language models, often described as “monolithic and generalistic.” Instead, IAIRO plans to develop next-generation AI models that are tailored, compact, and domain-specific. These include innovative frameworks like neurosymbolic and hybrid agent-based systems, which are designed to be cost-effective for training and deployment, while catering to essential enterprise and strategic applications. Dr. Sheth emphasized the urgency of this initiative, stating, “As AI rapidly reshapes economic competitiveness, governance capacity, and national security, India is committed to ensuring that its AI future is built in India, for India, and overseen by Indian institutions.” He expressed that IAIRO is poised to be the long-term engine driving the country’s AI ambitions into actionable systems and capabilities. Echoing this sentiment, Union Minister of Electronics & Information Technology Ashwini Vaishnaw, at the recent World Economic Forum, reinforced the necessity for India to carve its own AI path, including the development of smaller language models. Dr. Sheth noted that the minister’s comments signal a pivotal moment for India’s AI agenda, which is now firmly in a mission-mode phase requiring dedicated resources, talent, and infrastructure. Operating as a public-private partnership and based in GIFT City, Gujarat, IAIRO integrates advanced research with ecosystem collaborations, talent cultivation, and real-world applications under a unified national strategy. The organization aspires to establish a concentrated national capability in AI akin to the achievements of ISRO in the space sector, focusing on tangible results and technological sovereignty. The founding team includes experts such as Prof. Ramesh Jain, Prof. Dev Niyogi, and Juhi Bhatnagar, alongside distinguished advisors from leading institutions and industry giants including IBM Research and Google. The board features prominent figures like Dr. Ajai Chowdhry and Prof. Rajat Moona, highlighting the commitment to innovation and leadership in the AI domain. As India prepares to host the AI Impact Summit, the launch of IAIRO signifies a broader national strategy to combine ambition with institutional development, ensuring that India not only participates in the global AI landscape but also defines its own AI trajectory.
