India offers zero taxes through 2047 to lure global AI workloads

In a strategic move to bolster its appeal as a global hub for artificial intelligence, India has introduced a groundbreaking proposal offering foreign cloud providers a tax exemption until 2047 on services sold abroad from Indian data centers. This announcement, made by Finance Minister Nirmala Sitharaman during the annual budget presentation, aims to entice significant AI computing investments despite the challenges posed by power shortages and water scarcity in the region. Under the new guidelines, foreign companies will enjoy a complete tax holiday on revenues generated from cloud services offered outside India, provided they are operated from within the country’s data centers. However, sales to domestic customers will be subject to local taxation through incorporated resellers. Additionally, the budget includes a 15% cost-plus safe harbor for Indian data center operators serving related foreign entities, further incentivizing investment. This initiative comes at a time when major U.S. cloud providers, such as Amazon, Google, and Microsoft, are racing to expand their data center capacities in response to soaring demand for AI workloads. India is increasingly seen as a promising location for new investments due to its vast pool of engineering talent and rising demand for cloud services, positioning it as a competitive alternative to the U.S., Europe, and other regions. Google has already committed $15 billion to establish an AI hub and expand its data center infrastructure in India, marking its largest investment in the country to date. Meanwhile, Microsoft plans to invest $17.5 billion by 2029 to enhance its AI and cloud presence, while Amazon has announced an additional $35 billion investment by 2030, bringing its total planned investment to approximately $75 billion. The Indian data center sector is also gearing up to meet the burgeoning global demand. Digital Connexion, a joint venture involving Reliance Industries and other partners, plans to invest $11 billion by 2030 to construct an AI-focused data center campus in Andhra Pradesh. This ambitious project, covering around 400 acres in Visakhapatnam, underscores the growing interest in developing AI-ready infrastructure in India. Despite these promising developments, significant challenges remain in scaling up data center capacity. Issues such as inconsistent power supply, high energy costs, and water scarcity could hinder the growth of energy-intensive AI workloads, potentially slowing down construction and increasing operational costs for cloud providers. Experts believe the recent announcements signal a strategic recognition of data centers as vital business sectors rather than mere infrastructure. The budget also includes measures to enhance India's role in electronics and semiconductor manufacturing, aiming to capture a greater share of global supply chains. With a focus on domestic production of critical components and support for research and training centers, the government seeks to elevate India's manufacturing capabilities. Furthermore, the Indian government is working to facilitate cross-border e-commerce by removing the ₹1 million value cap on courier exports, benefiting small manufacturers and startups looking to access global markets.
